Dummy pages overlayed on chrome browser.

Anytime my chrome opens a page on my pixel 7 Pro, it appears to be a dummy page overlayed on what should be an authentic browser page.
 
I determined that this is the case, because even the address bar at the top of my screen doesn't react when touched. 
I then proceed to tap on the chrome app tab, a pulldown comes down. Which states that it's running in chrome, but gives me an option to open in chrome. (See pic)
 
Once I do that, a new refreshed page opens in it's new tab. And on that new tab, the address bar then reacts to touch as it is supposed to.
 
This has been an ongoing issues. Rerouted searches. Unable to access security features for my home WiFi network. Which I suspect has been compromised.
All because of these dummy pages that pop up. Which then initiates error, or, something went wrong etc.
